Safety Program

Below is our Safety Program.

Accident prevention is the responsibility of each person for the good of all of us.

A. Purpose

  1. Prevent jobsite accidents by pre-planning work activities with emphasis on safety.
  2. Outline the duties and responsibilities of all parties on this project.
  3. Establish a plan for safety education to promote management and worker identification and elimination of hazards.

B. Project Safety Structure

  1. Territory Safety Director: A Bagby staff member responsible for the implementation and monitoring of all project safety programs throughout the territory.
  2. Project Safety Superintendent: Bagby Project General Foreman.
  3. Safety Coordinator: A Bagby staff member appointed for a three (3) month term.

C.  Responsibility

  1. Safety Director:
    1. Insure that the project is inspected monthly with additional inspections as may be requested or required.
    2. Follow with project for correcting hazards noted in inspections made by Insurance Carriers, Project Safety Coordinators, Local, State and Federal Officials.
    3. Maintain liaison with insurance carrier to provide loss prevention services.
    4. Establish and make available to staff Multimedia First Aid and CPR training.
    5. Maintain liaison with the State Occupational Safety & Health Administration, for the project.
    6. Report continued deficiencies and repeated poor performance to Operations Manager.
    7. Evaluate project safety programs and report monthly to Corporate Safety Director.
  2. Project Superintendent:
    1. Develop project safety and fire prevention program.
    2. Appoint an assistant or foreman from the job staff as Safety Coordinator for periods not to exceed three months.
    3. Request assistance of all shop stewards in the prevention and correction of unsafe work practices.
    4. Conduct safety meeting for assistants, foremen and responsible representatives of all subcontractors at least once a month.
    5. Issue safety bulletins to job staff and foreman once a month concerning safety subjects pertinent to job.
    6. Require Bagby foremen to hold Tool Box Safety Meetings of a minimum five-minute duration with his crew at least once a week to discuss the following:
      1. Instruct the employees in safe and efficient planning of their work.The safety subject assigned at the staff safety meeting.
      2. Minutes of staff safety meetings as they affect his work.
      3. Injuries that have occurred to his employees.
      4. Solicit comments and suggestions relating to safety.
    7. Distribute the job safety and fire prevention program to each person before he or she starts to work and discuss their active participation in the accident prevention effort.
      1. Require a report of all accidents and man-hours per month.
      2. Require minutes of Tool Box Meetings.
    8. Require all persons employed on the job to wear hard hats (ANSI x89.1-1981) as condition of  employment.
    9. Provide and require, where necessary, the use of personal protective equipment such as goggles, ear protection, dust respirators, safety belts, etc, by all Bagby employees. 
    10. Visitors to the jobsite shall be provided with and required to wear hard hats and any other personal protective equipment as necessary.
  3. Project Safety Coordinator:
    1. Make a minimum of one (1) complete safety inspection of the project each week.
    2. Submit a written report of findings and recommendations to the superintendent for each inspection.
    3. Submit a written report denoting what follow up action has been taken.
    4. Make necessary safety inspections on a more frequent basis if job conditions dictate.
    5. Check with subcontractor safety foreman or superintendent on disposition of safety related matters.
    6. Render assistance at subcontractor’s Tool Box Safety Meetings if requested.
    7. Distribute and post safety information.
    8. Maintain first aid equipment.
    9. Monitor Project Safety Program as directed by the Project Superintendent and follow the correction of safety violations.
    10. Investigate all accidents and submit written reports.
    11. Notify Office immediately should an OSHA or State Inspector visit the project.
  4. Employees:
    1. Perform his/her work in safe manner to prevent accidents to self, fellow workers and property.
    2. Alert supervisors to dangerous situations, including unsafe tools and/or equipment.
    3. Cooperate with principles of the Project Safety Program as well as Federal, State and Local Codes and Regulations.
    4. Safely utilize all tools and equipment.
    5. Notify supervisor immediately of any accident or injury

D. Basic Principles of the Project Safety Program for all Subcontractors:

  1. Plan all work to eliminate or minimize risk of personal injury or damage to employees or public.
  2. Provide our workers all protective equipment and tools and enforce their useas required by the Safety Program and Federal, State and Local Codes and Regulations.
  3. Have a scheduled maintenance program for all tools and equipment.
  4. All work areas shall be kept free of debris and excess materials.
  5. All personnel shall wear shirts, long trousers and proper shoes at all times. No shorts, tennis shoes, etc. will be permitted.
  6. There are many safety factors involved with portable aluminum and other lightweight metal ladders. Ladders of this type must not be used on this Project.
  7. All equipment used on the project shall conform to all applicable Federal, State and Local Codes and Standards, including industry standards. Equipment shall be operated in a safe manner and in accordance with all the applicable codes and standards.
  8. Walkman type radios with earphones shall not be permitted on this project.
  9. Alcohol and illegal drugs are prohibited on this project. Anyone using or under the influence of such while on this project is subject to immediate dismissal.

E. Injury Reporting Requirements:

  1. If a worker is injured:
    1. Each subcontractor shall make provisions for immediate and proper First Aid and/or doctor treatment for every work injury.
    2. Bagby Electric is to be notified immediately.
    3. One (1) copy of all Workmen’s Compensation Accident reports involving subcontractor’s employees shall be promptly forwarded to Bagby Electric within 48 hours.
    4. Subcontractors are individually responsible to notify Federal, OSHA and State Division of Labor Workmen’s Compensation authorities in the event of the following:

      1. An accident in which a fatality occurs (notify authorities immediately).
      2. A single accident in which five (5) or more individuals are hospitalized (notify authorities within 48 hours from the time of the accident).

F.  Access for Emergency Vehicles:

  1. In the event of an accident requiring a Paramedic Unit for an ambulance, these vehicles will enter the sight at a predetermined entrance which shall be clear at all times. A flagman will direct the entrance and exit of the emergency vehicles.

Conclusion:

All subs/supervisors are responsible for instructing their employees in the recognition and abatement of unsafe conditions and the regulations applicable to his/her work environment to control or eliminate any hazards or other exposures to illness or injury.

Good safety practices implemented on this project will reduce accidents and their costs, in losses, to all parties concerned.

Neglecting safety is neglecting job responsibilities.
